Howard McGaw Smyth received his Ph.D. degree from Harvard, and taught at the University of California, 1936-42. Thereafter until his retirement from gov-ernment service he was with the OSS and in the State Department, including a stint, 1952-64, on the staff of the German War Documents Project. He resides in Bethany Beach, Delaware.
