Planning Useful Evaluations

Rutman presents a method of assessing the value of an evaluation before undertaking the research. An evaluability assessment is, in effect, a feasibility study. It identifies which programmes (or aspects of programmes) can appropriately and effectively be measured in order to conduct an effective evaluation.
