The COVID-19 pandemic has brought the question of local governance and inter-governmental coordination to the centre of public administration. There is a general feeling across the world that the local government space is critical in managing pandemics. Jos Chathukulam is the Director of Centre for Rural Management, Kerala, India, having previously served as the Sri Ramakrishna Hegde Chair Professor of Decentralization and Development at the Institute for Social and Economic Change, Bengaluru, India. He has published over 90 research articles and authored six books. His recent articles have appeared in leading journals like World Development and Economic and Political Weekly, and he is a national-level consultant on decentralization, participatory planning and rural development.
