Community Drug Agencies (CDAs) account for around two thirds of all drug agencies in England and consume roughly 50% of all expenditure on drugs-related services. This report outlines the findings of the first national study of their operational effectiveness. The report looks at the scope and scale of CDAs in England and typologies for classifying what they do; establishes what is good practice in the overall management of CDAs and other services, such as needle exchange, and the extent to which they are being met; and gives clear and straightforward good practice guidelines which should help organizations benchmark where they are against others in the field.
