In this book, the consequences of a perfectly new natural phenomenon associated with the existence of self-confined circulating light, which is responsible for the paradoxical behavior and anomalies of ball lightning, are considered. It is shown that similar phenomena can exist in the microworld, which makes it possible to explain the finite lifetime of microworld objects, their wave properties, mutual attraction, and the possibility of energy exchange between nuclei without overcoming the Coulomb barrier. The latter possibility allows the extraction of nuclear energy using circulating light. Several options for nuclear power plants are given, where nuclear fuel is ordinary water. The book is based on over 80 scientific articles published in leading international scientific journals in physics and optics.
