End of the 19th century the discussion about the social aspects and necessity of public healthcare was very intensively discussed. In Germany the legal framework (Bismarck) was set up as a social system which allows poor people to participate on the basis of solidarity. The German example was overtaken in several countries and structures, even today, and modified. On the European level, the legal framework shows the minimum consent in fulfilling the ethical and legal requirements within the countries. The legal, ethical and social requirements, based on the individual social-cultural background. So it seems very interesting to show some of these links in "Law, Public Health and Society" Volume 2 which is focused on "legal, ethical and social aspects of the public healthcare system in Europe and beyond.
