This analysis defines India's foreign policy as being based on four broad goals: national security, modernization, regional primacy and a role in the international order. It then analyzes foreign policy in terms of the evolution of these goals since 1947.
The main thrust of the study is to: define these goals as originally conceived; highlight all the changes that have since been introduced into the original conceptualization; and investigate all the domestic and international factors that have contributed to this adaptive process.

`Presents a generally accurate narration of India's diplomatic history.... brings into focus the basic change in India's foreign policy from the initial years - a change which has made India more a regional actor than a world actor. It also rightly points out that with the demise of the Soviet Union the globalization of the Indian economy may lead to the erosion of the independent character of India's foreign policy.
