Written by an MP, management consultant and expert on public administration, this book - unlike many which demonstrate how Parliament works - sets out to show how it doesn't. The author argues that the limitations of the institutions of Westminster encourage the continually mounting power and authoritarian style of British government. He addresses many contentious issues, including the rising tide of legislation (and its frequently poor quality); official secrecy; ministerial accountability; and inadequate working conditions. He also ascribes practicable reforms which he believes are needed if a true balance between Government and people is to be restored.
