In December 1994, the European Commission's White Paper on Growth, Competitiveness and Employment underlined the important contribution of small and medium-sized enterprises (SMEs) to the recovery of the European economy. In 1995 the Cannes European Council asked the European Commission to prepare a report on the role that SMEs could play in boosting employment, growth and competitiveness in the EU. The European Commision subsequently proposed its Third Multinational Programme on Enterprises and SMEs. This fourth report on enterprises in Europe, includes thematic, sectoral and country analyses.
