He is the representative of the 13th National People's Congress and the representative of the 9th National Congress of China Science and Technology Association. He has been selected for the military high-level scientific and technological innovation talents engineering science and technology leading talents. He has been engaged in the construction and research of battlefield engineering for a long time and has solved a series of key technical problems that restrict the construction of battlefield engineering, especially in the direction of defense engineering camouflage technology in the non-vegetation area of the plateau, national defense engineering geological prediction and quality non-destructive testing. Hao Liu is a senior engineer, founder, and chairman of Yunnan Aerospace Engineering Geophysical Detecting Co., Ltd. He has long been engaged in the research and management of non-destructive detection and geological disasters treatment in bridges and tunnels. He has undertaken more than 20 scientific research projects in the military and Yunnan provinces such as "Defense Engineering Geological Prediction and Quality Nondestructive Testing System" and "Three-Dimensional Imaging Tunnel Geological Advance Forecasting Complete Technology Research."
