In the past four decades the role of unions in the USA has changed dramatically. As union membership and influence has declined, the labour relations policies of businesses have become more constrained by government regulations than by collective bargaining. This book examines the causes and consequenses of these trends and evaluates the policy options. The first part of the book deals with the institutional state of unions, explaining why union representation is in decline and analyzing the expanding role of business human resource management. The second part shifts attention to the role of the government in the labour market, looking specifically at the employment effects of public policies regarding plant closing prenotification, pension programme design and comparable worth.
