The Consumer Protection Act 2007 marks a watershed in Irish consumer protection law. It provides the statutory basis for the National Consumer Agency (NCA) which replaces the office of Director of Consumer Affairs (ODCA). It transposes into Irish law the provisions of the EU Directive on unfair business-to-consumer commercial practices (Directive 2005/29/EC) and introduces a new term of average customer .
