Rejecting the current thesis that mutual resentment within the Alliance in the early 1970s was caused by Kissinger's global strategy, his lofty attitude or imperious style, this study maintains that the conflicts were due to misinterpretation and disregard of his writing and the exaggerated expectations created on both sides of the Atlantic when he was appointed Assistant to the President for National Security Affairs. A more thorough examination of Kissinger's writings reveals him a statesman deeply conscious of Alliance dilemmas.
