Foundation's Edge

One of Asimov's "Foundation" series. The first galactic empire is failing, and only one man fully realizes it. A long and bitter war between the two Foundations ends in victory for the First Foundation, whose scientists can at last return to the plan to build a new empire on the ruins of the old.
