Persons
Richard C. Kearney is professor of public administration in the School of Public and International Affairs at North Carolina State University. He has also served in faculty and administrative roles at East Carolina University, the University of Connecticut, and the University of South Carolina. His published research embraces public human resource management and labor relations, state and local politics and policy, and U.S. federalism. He is the author of Labor Relations in the Public Sector, 5th ed. (forthcoming) and co-author of State and Local Government (9th edition).
Jerrell D. Coggburn is professor and chair of public administration in the School of Public and International Affairs at North Carolina State University. His research focuses on public human resource management, civil service reform, and public management. He is a recipient of the 2010 Best Article Award from the American Review of Public Administration and the 1998 William E. and Frederick C. Mosher Award for the best Public Administration Review article written by an academician. He is a life member of the American Society for Public Administration (ASPA). He received the B.A. degree in political science from Oklahoma State University and the MPA and Ph.D. degrees from the University of South Carolina.
