VICTOR LYATKHER is a professor, engineer, and inventorwho developed a new method of forecasting long-term variations inthe level of the Caspian Sea and designed a new kind of low headturbine. He is the recipient of the Prize of the Council ofMinisters of the USSR, the Award of the Indian Society ofEarthquake Technology, and five medals of the All Union USSRExhibition. Dr. Lyatkher has published numerous books on renewableenergy and holds multiple patents on processes and machines relatedto renewable energy sources.
