PTC'88 marks a decade of annual information exchanges among telecommunication professionals. The past ten conference volumes represent a substantial contribution towards providing a forum for discussion and interchange of information, ideas and expressions of views regarding telecommunications in the Pacific. The years have presented many changes and challenges; a chronology of the annual conference themes and papers testify to the growth and breadth of telecommunication in the Pacific hemisphere. The occasion of the tenth anniversary conference provided an opportunity to look back at what PTC has accomplished. Over the past decade more than 750 papers have been generated by hundreds of telecommunication professionals. The knowledge represents a significant foundation for the future. PTC'88 was organized around a model involving the telecommunication user, the provider and the marketplace (influenced by government regulation and open competition). More than 85 papers are contained in this volume, with contributions from more than 20 countries. Seventeen sessions of five-to-six papers each, present a wide range of Pacific telecommunication concerns.
