The New Civil War

During the last decades, state and local government officials have become very active in the quest for economic development by means of tax abatements, business incubators, direct loans, and other ways. This work looks at these activities, and will place them in a local policy and political context. The work is directed at practitioners in economic development in public and quasi-public organizations.
