William Waters was educated at Abbey Grammar School, Ramsey, Cambridgeshire, and King's College, Durham University, from which he graduated in zoology. For three years he was assistant curator at Carlisle Art Gallery and then he became senior assistant at the William Morris Gallery. He has written articles on the Pre-Raphaelites and has lectured on nineteenth century painting.
