In 1991 Australia was (and still is) confronting several key problems: economic problems, resulting in high levels of unemployment and growing foreign debt; and bio-physical environmental problems, relating to greenhouse gases, depletion of the ozone layer, pollution and resource depletion. The development of "green" industry has been seen by many in the community as having the potential to contribute to the solution of both sets of problems.
