Governments dominated water management throughout the twentieth century. Barton H. Thompson, Jr. is Robert E. Paradise Professor of Natural Resources Law at Stanford Law School, Professor of Environmental Behavioral Sciences at the Stanford Doerr School of Sustainability, and a Senior Fellow at the Woods Institute for the Environment. He has written and co-authored several books, his most recent being Environmental Law and Policy, 5th edition (2019).
