"The Majority Rules" is a legal thriller by the Honourable Eugene Sullivan, a long time, federal appeals court judge in Washington, DC. This compelling novel of judicial intrigue features as its hero a judge, Tim Quinn, who finds himself in the middle of a string of murders that cover up a conspiracy to fix cases on the US Court of Appeals.
