Description
The author spent thirty months in both the Punjabs (India and Pakistan) studying farmers, their agricultural practices and experiences with the administrative authorities. The differences in the rate and extent of technological change in the rural areas of the two Punjabs is analysed in the light of disparities between the two in terms of political apparatus, agricultural and rural development policies, ethnic and religious values, infrastructural and educational facilities, and land reform legislation.
Reviews / Votes
'The book has come out at a time when there is a lack of serious analysis on the roots of the crisis in Indian Punjab, and provides very useful insights. It is a welcome addition to the political economy of agricultural development in the third world.' -- Economic and Political Weekly `a tightly written and commendable book... (Dr. Sims) ends up throwing some very interesting light on what is happening today.' -- Seminar`an interesting study... the publication provides thought provoking material... a valuable addition to research bodies and libraries.' -- The Economic Times
`Here we have a book, based on sober and scientific analysis, which exposes this myth of non-suitability of democracy in achieving economic progress in the Third World. Its objectivity and candour deserve to be complimented.... compulsory reading.' -- Deccan Herald
`Holly Sims has made some pertinent observations which are worth pondering over by all - economists, administrators and political activists of all hues.' -- Business Standard
'an interesting account of two Punjabs. It documents the revealed preferences of two governments and selected farmers in relation to differences in institutional structures and offers a rare insight into irrigation alternatives and public policy for agricultural development.' -- The Hindustan Times
`This perceptive study deals with the question of agricultural performance and rural change...the sources and literature tapped by the author are undoubtedly impressive.' - Indian Journal of Public Administration
`Such important and complex issues are rarely treated so directly and so well...this book is highly recommended for anyone interested in development and state formation. It is essential for South Asianists with such interests.' - Pacific Affairs
