Persons
David Saffell received his PhD from the University of Minnesota. He has been a regular contributor to Comparative State Politics and has taught the introductory state and local government course for nearly 30 years. Harry Basehart received his PhD from The Ohio State University and is professor of political science at Salisbury State University. He is also author or co-author of several articles on state legislatures that have appeared in American Politics Quarterly & Legislative Studies Quarterly. Together, Saffell and Basehart have authored two other books with McGraw-Hill; Governing States and Cities and Readings in State and Local Government.
