Critics have argued that property-led regeneration programmes neglect adjacent deprived communities. Tyne and Wear Development Corporation claimed to be different. This study examines that claim. The report describes TWDC's approach and effectiveness in enabling local communities to participate in, influence and benefit from regeneration. It identifies policy lessons for other physical regeneration organisations, for practitioners in programmes which already have a strong community base and for central and local government about funding, timetabling and measuring the success of regeneration schemes.
