A description and analysis of both the legal forms and the political forces that administered in the European Community's legislative process. It charts the growth of a new world of policy-makers largely separate from the elected parliaments of the member-states. The book contains chapters on the nature of sovereignty in the liberal democratic state and the role of the Council of Ministers, the Commission, the European Parliament, the Economic and Social Committee and national parliaments in the legislative process, and considers the relationships between these formal political institutions. The formal powers and relationships are further explored through examples drawn from the legislation foreseen in the Commission's White Paper on Completion of the Internal Market. There is particular emphasis on the relationships between the actors and the roles played respectively by elected representatives in the European and national parliaments and by non-elected persons including the Commission, the Economic and Social Committee and pressure groups. Dr Anne Robinson has been a member of the Economic and Social Committee of the EC since 1986.
