Die Verordnung (EG) Nr. 178/2002 des Europäischen Parlaments und des Rates vom 28. Januar 2002 zur Festlegung der allgemeinen Grundsätze und Anforderungen des Lebensmittelrechts, zur Errichtung der Europäischen Behörde für Lebensmittelsicherheit und zur Festlegung von Verfahren zur Lebensmittelsicherheit schafft als so genannte "Lebensmittelbasis-Verordnung" die Grundlagen der Lebensmittelrechtsordnungen in allen 26 Mitgliedsstaaten der Europäischen Union.
Die Verordnung ist auch von Bedeutung für alle Unternehmen, die aus Drittländern Lebensmittel in die EU exportieren. Die "Lebensmittelbasis-Verordnung" ist in allen EU-Mitgliedsstaaten unmittelbar anwendbares Recht. Sie enthält verbindliche Definitionen, insbesondere zum Lebensmittelbegriff, bestimmt allgemeine Grundsätze und Anforderungen zum Lebensmittelrecht und Lebensmittelhandel und schafft die Europäische Behörde für Lebensmittelrecht mit Sitz in Parma/Italien. Der aus China auch nach Europa schwappende Milchpulverskandal macht die Wichtigkeit einheitlicher Lebensmittelstandards für Europa deutlich.
The Regulation (EC) No 178/2002 of the European Parliament and the Council of 28 January 2002 laying down the general principles and requirements of food law, establishing the European Food Safety Authority and laying down procedures in matters of food safety, also known as "General Food Law Regulation", contains the basic principles of the food law in all the 26 member states of the European Community. In addition, the Regulation is important for all companies exporting food from third countries into the European Union.
The "General Food Law Regulation" is directly applicable in all Member States. It contains binding definitions, especially of "food", it defines general principles and requirements of food law and food trade, and it establishes the European Food Safety Authority, based in Parma/Italy. The milk powder scandal, spilling over from China, exemplifies the importance of common food standards for Europe.
