What I have been suggesting is that it is best to regard the 'democratic peace' phenomenon as a subset of the broader general phenomenon of stable peace. In this connection, I would like to raise the question whether stable peace is possible only and has occurred only between countries that are democracies. A more comprehensive research program would look for historical cases of stable peace between countries that are not democracies, or between states only one of which is a democracy. Some of the research on 'zones of peace' by Professor Arie Kacowicz reported in his earlier publications and referred to in this volume moves in this direction.
