The emphasis is not on natural resources as scenery but on resources for human consumption in such tangible forms as energy, food, and fiber. The essays include some extreme points of view... The book is an education in the complexity and implications of attaching costs and quantities to the resource problem and devising political and administrative action for coping with it. It presents the conditions for advancing further to the point of making conclusions and formulating policy based on a concept of natural resources as something measurable and utilitarian.
