The Municipal Scorecard is a benchmarking tool that provides comparative information on the quality and efficiency of municipal-level private sector regulation. It measures the burden of private sector regulation by focusing on the process of obtaining a municipal operating license and a construction permit at the municipal level. Through this comparative measurement, the Municipal Scorecard will allow national and international benchmarking, help build a larger base to drive change and assist municipalities in identifying best practices and areas for improvement. The Municipal Scorecard 2007 focused on 65 municipalities in Bolivia, Brazil, Honduras, Nicaragua and Peru.
