He has previously served as Founding Dean and University Professor of the School of Public Affairs and Administration at Rutgers University-Newark, USA. He is a Past President of the American Society for Public Administration and a recipient of many national and international awards.Dr Mengzhong Zhang is currently an Associate Professor at Gannon University, USA. Previously, he was the Associate Dean at the School of Public Affairs and Administration of Rutgers University-Newark, USA. He served as a Research Professor and Master's Degree Program Director at the School of Public Policy of the University of Maryland at College Park, USA. Hu Wei, PhD, is Professor and Executive Dean of the Marxist School of Shanghai Municipal Party School. He is also Distinguished Professor of Shanghai Jiaotong University and Vice President of the Shanghai Social Science Association. He is a recipient of the State Council's Special Allowance.
