EGOV 2007 is the sixth edition of a highly successful series of annual international conferences dedicated to electronic government research and practice. Like all its predecessors, EGOV 2007 has achieved a remarkable number of paper submissions. Moreover, the quality of this year's submissions has again superseded previous years' submissions. For the third year in a row, the conference is anteceded by a doctoral colloquium, with approximately 20 PhD projects discussed. The conference also provides a forum for academic work in progress, for practitioner reports, and for workshops on specialty topics.
Thirty-seven full research papers, empirical and conceptual, have been accepted for the Springer proceedings of EGOV 2007 (LNCS #4656). Further thirty-one papers, which are published in the proceeding at hand, reflect contributions of work in progress. They have been clustered under the following topical threads:
- Participation and Democracy;
- Electronic Services;
- Knowledge Management;
- Process Design and Interoperability;
- Policies and Strategies;
- Research Foundations and Frameworks; and
- Perspectives on e-Government.
The international EGOV conferences provide a platform for exchanging completed research, research in progress, practitioner and project reports, as well as workshops on specialty topics. Apart from the ongoing research contributions, this year's conference covers five practitioner and project contributions, and six special workshops on emerging and reflexive themes, of which four are briefly described in the proceedings at hand.
