School libraries are, or should be, an integral part of the educational process. Yet, in the UK the provision of school libraries has for the most part fallen short of the ideal. The LA has long campaigned for greater recognition of the essential role of school libraries, arguing both for better training of teachers in information skills and the appointment of professional librarians in schools. These guidelines contain the LA's views and recommendations on the necessary level of provision to both individual school libraries and the school library services. The working group of experts has considered the context, purpose and function of learning resources, and then gone on to discuss how school library resource centres in all schools - primary as well as secondary - should be developed, managed and exploited. The concluding recommendations are offered to schools, local education authorities and political decision makers, with the aim of promoting both good professional practice and increased awareness of the necessary funding requirements.
