This book outlines the historical development of economists' thinking about resource and environmental issues. It explaines the conceptual basis for cost benefit analysis, an often misunderstood technique, showing how it can be used to clarify policy debates. Throughout the book issues are explained with only the most elementary mathematics. They are always related to situations in the real world.
