Dr Govind Bhattacharjee, Professor at the Indian Institute of Public Administration, retired as Director General from the Office of the Comptroller and Auditor General of India, New Delhi, in 2018. A civil servant for more than three decades with many important positions and assignments both in India and abroad, he is a prolific writer on a wide variety of subjects ranging from economics and public policy to popular science. He is a regular contributor to national newspapers on socio-economic issues and has authored numerous research articles in various academic journals. He has so far authored eight books, including a seminal work on the eleven special category states of India and a scientific trilogy on evolution, and is also the lead author of another academic work on the Goods and Services Tax.
