The papers were peer reviewed.Quantum communications, measurement and computing embodies the fledgling science of quantum information. It applies quantum physics to tackle the challenges of next generation information processing. The conference was the seventh in the series. These proceedings describe papers presented at the meeting and represent the forefront of current research.
