Description
An updated edition by Bailey of his original study of the United Nation's Security Council, which is composed of five permanent members and ten others, elected for two-year terms, and has primary responsibility for maintaining world peace. Since this book was published in 1975, the Security Council has seen many changes and these are taken into account in this edition; an increase in the active role of China, more private consultations arranged by the President in place of public debate, growing use of the consensus procedure instead of voting, a further consolidation of regional ideological groups, and the emergence of new ones, such as the Islamic Conference. The author, who was Quaker representative at the UN, summarizes the Council's present practice and reviews proposals for reform and procedural changes which do not require amendments to the UN charter. This book, covering all aspects of the Security Council's procedure, is aimed at international officials, UN diplomats, international lawyers, foreign ministries and students taking courses in politics, international relations and international law.
