This CIGRE Green Book describes the state-of-the-art of power Systems asset management dealing with all aspects asset management practice. The major focus of the book is on documenting practical methods that bridge the gap between just satisfying an asset management process and achieving real asset management results in the form of smarter investment decisions.
The book facilitates collaboration and blending of the engineering and technical aspects of asset management and the financial considerations needed to support asset investment decisions using risk-based business case analysis. Detailed case studies are included to illustrate generic and specific or customized methods and to demonstrate the application of such methods from the technology perspectives of several CIGRE study committees.

The scope of Cigré Study Committee C1 is to study Economics and system analysis methods for the development of power systems: methods and tools for steady state and dynamic analysis, planning issues and methods in various contexts, asset management strategies, in order to support electricity system planners worldwide to anticipate and successfully manage system changes to address the arising needs, opportunities and uncertainties while respecting multiple constraints.
Graeme
Ancell worked for Transpower New Zealand for 22 years in the area of protection, network planning, transmission pricing and system operations. In 2015, he founded Ancell consulting which provides technical consulting services to electrical power utilities in the area of asset management, generation connections and network planning. He is the Australian representative on SC C1. He has participated in several working groups C1.24, C1.27, C1.32 and C1.38.
Gary Ford worked for Ontario Hydro and Ontario Power Generation for 32 years in the area of substations switchgear, transformers, GIS underground cables and probabilistic and risk analysis. In 2000 he and two colleagues founded PowerNex Associates Inc. which provides technical consulting services to electrical power utilities in the area of asset management, procurement, and decision support. He has authored and co-authored over 60 papers that have been published by IEEE or CIGRE, the latest being C1.106 from the 2016 session. His CIGRE experience includes membership and active participation in several working groups: 23.02, B3.12, C1.1, C1.16, C1.25, B3.38, D1.39, C1.38
Earl Hill has worked as an independent consultant to the electric utility industry for the past 30 years. He participated in the original effort to bring Reliability-Centred Maintenance into the Power Delivery space, and has been involved in maintenance and operations improvements for power utilities since that time. He is the co-author of three EPRI publications on RCM or Asset Management, and is a member of IEEE Power and Energy Society Reliability, Risk, and Probabilistic Applications Committee. Mr. Hill has participated in three CIGRE Working Groups involving Asset Management: WG C1.25 (TB541 and TB597), WG C1.34 (TB787), and currently WG 1.43. Mr. Hill has assisted in the implementation of maintenance improvement efforts for dozens of utilities, on every continent save Antarctica.
Jody Levine spent 16 years conducting research, high-voltage testing and failure analysis at Kinectrics (formerly Ontario Hydro Research) before joining Hydro One as a maintenance engineer. In this role, she spent eight years as a technical consultant to maintenance staff and head office engineers on stations equipment issues, including a large number of site visits and device dissections. She joined asset management in 2016 to bring broad experience with equipment performance to managing their populations. She has been active in the CEATI Grounding and Lightning Interest group, CIGRE B1.60 and C1.43, and is chair of IEEE 400.3.
Christopher Reali is employed at the Independent Electricity System Operator (Ontario, Canada) in the role of Engineering Manager, Transmission Planning. Christopher has over a decade of experience in system planning, leading teams of engineers in the development of planned reinforcements to the power system. Christopher is an active member in North America's Northeastern Power Coordinating Council's (NPCC) Task Force on Coordination of Planning and various North American Electricity Corporation (NERC) working groups. Christopher is an active member in a number of CIGRE working groups on topics of system planning and asset management, and he is currently the Canadian National Representative for CIGRE's Study Committee on System Development and Economics. Christopher holds a Master of Engineering degree from the University of Waterloo in Electric Power Engineering, and a Bachelor of Applied Science degree from the University of Toronto. He is a licensed Professional Engineer (P.Eng.) in Ontario, Canada.
Eric Rijks has been employed in the electric utility branch in the Netherlands for over two decades and is currently employed at TenneT Transmission System Operator. He has worked in the areas of engineering, asset management and management auditing. He was secretary of WG C1.1, the convener of WG C1.16 and WG C1.25 which produced the four seminal CIGRE technical brochures upon which this green book is based. He was awarded with Technical Council Award. He holds a MSc in Electrical Engineering and EMSc in Internal Auditing.
Gérald Sanchis Mr Sanchis has been in the transmission business for 37 years. He has held various positions in management and in technical fields within RTE and EDF group in France and Germany. From 2009 to 2020, he was deeply involved in ENTSO-E, for System development, R&D domains and as support to the President of the association. He is author or co-author of 50 papers on asset management published in international journals. He is senior member of IEEE, distinguished member of CIGRE, present convenor of C1.44, addressing Global grid issue. He was the coordinator of the R&D European project e-Highway2050.
