It is argued that studies of participation in land use planning have usually started from pluralist assumptions and focused a disproportionate amount of attention on the interactions between households and local planning authorities at the stage of plan formulation. In contrast to this some think that more attention should be given to corporatist forms of participation and consultation in planning. It is also argued that corporatist forms of participation are continually important in land use planning. They are particularly significant at the stage of plan implementation. Without private development most plan objectives could not be implemented. These arguments are supported in two ways. First, a survey of the current literature on corporatism and planning is conducted. Second, an empirical analysis of corporatist participation in planning in four London boroughs is reported. Both point to the major significance of corporatist forms of interest intermediation in participation in local land use planning.
