The main aim of this study is to show how the professional role of the ocal government officer is changing. Drawing on interviews with local authority chief officers and political leaders, it examines the extent to which the notion of professionalism is being reconstructed to meet the demands of political and public accountability. The book aims to help enable chief officers and their staff to orient themselves to the nature and dilemmas of the new environment.
