This paper identifies key issues for local authorities, including: finding a role for play in authorities undergoing structural change; coping with remoteness and scattered populations; and developing an holistic approach to children's services. The report was commissioned by the National Children's Play and Recreation Unit. Findings from this report include: recognition of the importance of play and the development of both policy and practice is very uneven across the country; local authorities can do much to either support or stifle the play opportunities available to children without even considering an overall play policy; and while a comprehensive policy for play undoubtedly supports the development of good quality play facilities and opportunities, policies alone are no guarantee of good practice.
